MSF Early Childhood Development Agency (ECDA)

Our childcare centres are licensed by the Early Childhood Development Agency (ECDA), an autonomous agency jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF), and hosted under the Ministry of Social and Family Development. MSF was previously known as the Ministry of Community Development, Youth and Sports (MCYS) and was officially restructured on 1 Nov 2012 as MSF.

ECDA is now the regulatory and developmental authority for the early childhood sector in Singapore, overseeing all aspects of children’s development below the age of 6, across both kindergartens and child care centres.

BabyBonus Baby Bonus Scheme

Blossom centres are approved institutions registered with the Ministry of Social and Family Development (MSF) under the Baby Bonus Scheme. Parents may apply to use the savings in the Children Development Account (CDA) to pay for the monthly service fees for all children who are attending Blossom’s childcare centres.

Family Life Ambassador

The Family Life Ambassador (FLA) Programme, through the promotion of Family Life Education (FLE) programmes, advocates the forging of partnerships with community members to build strong and stable families.

The FLA scheme aims to inculcate positive family values within members of the community and equip them with the necessary skills that would empower them to manage domestic issues primarily through preventive intervention.
